Former Inver Grove Heights massage parlor owner pleads guilty to prostitution

The owner of a now-defunct massage parlor in Inver Grove Heights pleaded guilty Sept. 17 in Dakota County District Court to charges related to trafficking women.

Xueyan Wang, 40, pleaded guilty to two counts of second-degree prostitution for her role in promoting prostitution at Herb Spa, formerly located in the Arbor Pointe strip mall at Highway 55 and Concord Boulevard.

Wang, who is being held without bail, will be sentenced Nov. 7.

According to court documents, in March of this year Inver Grove Heights police officers began to investigate Herb Spa after it was determined that acts of prostitution were likely taking place there. Officers interviewed multiple men after they were seen leaving the business and the men admitted to receiving sexual services from different women at Herb Spa in exchange for cash.

The investigation revealed Wang made multiple trips to and from the Minneapolis-St. Paul International Airport and paid airfare for women to fly from Chicago and San Francisco to Minnesota.

When officers searched the business in July they found two women living in the back. One of the women confirmed she was from California and had been working at Herb Spa since February. She told police she paid Wang rent and Wang also retained half the profits she made from sex services provided. 

Roughly $13,000 was located in the business dating back to June 10, and there was more than $42,000 in a safety deposit box belonging to Wang, who was charged July 22.
